Weapon fire rate increase?

Just wanting to know if a shipwright can modify the fire rate of a looted weapon so it will increase its rate of fire? I got a Borstel disruptor and its a little slow at .425

The only way to change any stat on a loot drop would be to reverse engineer it. If your Borstel is a RE lvl 10 item, get together 10 RE level 10 weapons and have a shipwright RE them for you. Try to make sure that at least one of the 10 items has a speed you like, and similarly for the other important stats (one with low mass, one with high damage, one with low energy per shot, etc..)

The borstel is a lvl 8 freelancer squadron reward weapon, if you intend to fly a lot it's worthwhile taking your time on modifying (RE'ing) it well. Look for a RE lvl 8 raw loot blaster with a refire of under .400, the less on this the better, .390 or less will be very good. The borstel also gives you the min/max damage and eps stats that you will need, when looking for a decent refire rate also look for high V's stats on other RE 8 blasters, a low mass would be 23k or under and 1800 or less on drain. It is also possible to regrind a freelancer squadron and get yourself another borstel if you wish to.
